Berat and Gjirokastër are arguably better in winter than in summer: the castle climbs are comfortable, the old towns are empty, and low winter light on stone and white houses is worth the trip on its own. Shkodër and Korçë round out an inland circuit.

Snow, and the price of everything

There is skiing in Albania, small-scale and quiet, with the ski areas around Dardhë most active from roughly January to mid-March. It is not an Alpine resort experience and it is not priced like one.

Across the country this is the cheapest time to travel by a wide margin. If budget is the constraint and beaches are not the point, winter is the answer.
